On 2 October, the European Commission published an amended proposal on the Eurovignette Directive aiming to clarify and simplify the existing framework. The proposed changes seek to address ambiguities in the application of tolls and charges, ensuring greater consistency across Member States. According to the Commission, the amendment will enhance transparency, reduce administrative burdens, and support the efficient functioning of the internal market for road transport.

The amended proposal, originally aimed to factor the energy efficiency of trailers into the variation of road charges according to CO2 emissions, focuses on refining definitions and procedures related to tolling systems. Key elements include clarifications on the scope of tolls, the introduction of simplified reporting requirements, and measures to prevent potential distortions in competition, notably in the classification of trucks in respective CO2 emissions classes. The Commission emphasises that the changes are designed to be targeted and proportional, avoiding unnecessary complexity while ensuring fair and non-discriminatory treatment of road users.

The proposal will be now discussed by the Parliament and Council under the ordinary legislative procedure. If adopted, the amendment is expected to contribute to a more harmonised and predictable road charging environment, provided that Member States use all the tools available at their disposal through the Directive to provide the right conditions to transition towards low- and zero-emission vehicles. solutions.
