The EU road toll legislation, known as the Eurovignette Directive (Directive (EU) 2022/362), which sets rules for road tolling of trucks and other vehicles across the EU based on their energy efficiency and CO₂ emissions, was last revised in 2022. Member States were required to implement the new rules into their national laws by 25 March 2024.
ECG has updated its report on the implementation of Eurovignette, first published in 2024. The latest edition provides an overview of recent EU-level legislative developments as well as the current implementation status across Member States.
So, what’s new now that more than a year has passed since the deadline?
EU-level developments
On 5 March 2025, the European Commission announced plans for a targeted amendment to the Eurovignette Directive as part of the Industrial Action Plan for the European automotive sector. This initiative aims to support the uptake of zero-emission heavy-duty vehicles by extending toll incentives beyond the current expiry date of 31 December 2025.
ECG welcomes this proposed extension and strongly supports measures that incentivise the adoption of electric trucks. Toll charges represent a significant operating cost for logistics operators, and the exemption provides a meaningful incentive to invest in zero-emission vehicles. By reducing these costs, the proposal helps accelerate the transition towards cleaner road transport across Europe.
If adopted, this amendment will further support the uptake of zero-emission HDVs, support to the sector’s decarbonisation and align tolling policies with the EU’s broader climate objectives.
On 27 June 2025, the Commission proposed to amend the Directive and extend toll and user charge exemptions for zero-emission HDVs until 30 June 2031.
Under the current rules, Member States can give full exemptions or reduced toll rates to zero-emission vehicles until 31 December 2025 only.
What is next?
The proposed extension is now being reviewed through the EU’s standard lawmaking process, the Ordinary Legislative Procedure (OLP), which requires agreement between the European Parliament and the Council of the European Union. On 16 July 2025, the Parliament’s Transport Committee voted in favour of the proposal. A plenary vote is scheduled for September 2025, with an emergency procedure in place to fast-track adoption.
After the Parliament votes, the proposal will also need approval from the Council of the European Union, with a formal vote expected by the end of 2025. Given the urgency and the approaching deadline of 31 December 2025, the amendment is expected to be adopted and enter into force by the end of 2025.
Implementation status across Member States
Despite the March 2024 deadline passing more than a year ago, implementation remains uneven across the EU. Most countries have now transposed the Eurovignette legislation into national law; however, in several cases, full practical implementation, such as adapting tolling systems and technical procedures, is still pending.
Sixteen Member States (Belgium, Bulgaria, Croatia, Cyprus, Greece, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Slovenia, Slovakia and Spain) did not notify full compliance to the European Commission by the deadline of 25 March 2024.
As a result, the European Commission issued formal warnings in 2024 and gave these countries extra time to act. However, Bulgaria, Greece, and Poland did not respond satisfactorily or complete the necessary steps. In May 2025, the Commission referred these three countries to the EU’s Court of Justice for failing to meet their obligations. Meanwhile, at the beginning of August 2025, Bulgaria introduced new legislation addressing road tolling requirements based on emissions.
