Position paper – Mobility package I: New requirements for the automotive industry

The EU’s Mobility Package I covers key aspects of road transport that have a strong social element, such as the posting of drivers outside their home country, driving and rest time rules and tachographs, access to the profession, and market access.

The new rules entered into force in August 2020 and cover the maximum time a driver is allowed to spend at the wheel, breaks and rest periods, the locations where weekly rests can be taken, and the return home of drivers. Related to the driving and rest time is the tachograph: a technical device that records driving times, rest periods and periods of other work carried out by drivers. The new rules comprise provisions regarding a new type of tachograph (smart tachograph version 2).

The Mobility Package I will bring in a new set of EU requirements for the automotive industry, as well as the body and trailer building industry. In their joint position paper, the European Automobile Manufacturers’ Association (ACEA) and the International Association of the Body and Trailer Building Industry (CLCCR) join forces to highlight key concerns on these requirements, and to make several key recommendations to policy makers.
