The Hungarian government has amended the Bireg Regulation on 27 January and the new rules will enter into force on 8 February.

All goods transport operators carrying out services to, from, through and in Hungary should register the company and the operations as well in the Bireg system. However, those operating exclusively under EU community licence will not have to register, except those performing cabotage operations on the territory of Hungary.

The system applies to both foreign and Hungarian transport operations with a vehicle over 3.5 tons:

  1. international road transport operations on own account with vehicles having a maximum permissible laden weight of over 3.5 tonnes and which are subject to bilateral permit or ECMT licence and
  2. transport operations on hire or reward with vehicles having a maximum permissible laden weight of over 3.5 tonnes which are subject to bilateral permit or ECMT licence, and
  3. cabotage operations which are subject to bilateral permit and the holding of a Community licence in Hungary,

including empty runs regarding the above-mentioned operations

Transport under community license is exempt from registration, except the cabotage operations.

The penalty is 800,000 HUF (approximately 2,200 EUR) for the company in case the registration has not been done for the transport operation.
